Best budget e-bike for seniors: easy on, easy off, 20 MPH

For most older riders we'd pick a step-through frame, a 20 MPH cap and the lowest weight you can find. On this site that points to the Heybike Cityscape 2.0. It has a step-through frame, thin tires that roll easily, and a listing that states a rider height range and a load limit.
What matters, in order
- Getting on and off. Most low-speed falls happen while mounting or stopping. A step-through frame lets you step over a low bar. See step-through vs step-over.
- Weight. If the bike tips, you have to catch it. A 75 lb fat tire bike is hard to hold up and hard to lift. The Cityscape lists 61.73 lb. The Jasion EB5 is about 50 lb but has a high top bar.
- Speed. 20 MPH is plenty, and Class 1 and 2 bikes are allowed in the most places. Start on the lowest assist level. You can always turn it up.
- A throttle. It helps you get moving from a stop or up a short hill without a hard first pedal stroke. That makes the bike Class 2, which a few trails do not allow.
- Brakes and fit. Make sure you can reach and squeeze both levers easily, and that you can put a foot flat on the ground when stopped.
The picks that fit
- Heybike Cityscape 2.0: step-through, 468Wh, rider height 5 ft 1 in to 6 ft 3 in and a 264 lb max load per the listing. Expect about 12 to 23 miles. Caveat: the listing does not state a top speed, and the review summary mentions 22 MPH. Ask the seller how it is limited.
- ANCHEER Sunshine: capped at 19.8 MPH with UL 2849 named in the listing title. Caveat: it has a normal high top bar, a small 374Wh battery (about 10 to 19 miles), and mixed owner reports on durability.
- ANCHEER 14 inch Folding: low, light and capped at 20 MPH, with a listed fit range of 4 ft 7 in to 5 ft 11 in. Caveat: small wheels are less stable, and some owners say so.
We would steer most older first-time riders away from the 28 MPH fat tire bikes on this site. They are heavy and fast, and the moto-style ones have a fixed bench seat you cannot raise or lower.
Before the first ride
Pay a bike shop to assemble and safety check the bike if you can. Practice starts and stops in an empty lot with the assist on level 1. Wear a helmet.
